What governments said

Official posture as of 22 October. The FBI and NSA statements were posts on X, not formal advisories; CISA and NCSC published alerts. Nothing from NSA beyond the post was found.

Alert, 21 Oct 2026

CISA (US)

Strongly urges organizations to immediately patch. The flaws allow unauthenticated remote code execution and affect all PHP installations serving web requests. Not in the Known Exploited Vulnerabilities catalog as of 22 Oct 10:10 UTC (CVE Details); the live feed re-checks the KEV JSON.

FBI (US)

Update PHP using php.net guidance. If an immediate update is not feasible, take the system offline until mitigated. Inventory where PHP runs, prioritising internet-accessible systems and products that bundle PHP. Watch for PHP processes launching command shells or downloading files. On compromise: isolate, preserve server and PHP logs, report to a field office or IC3.

NSA Cybersecurity Division (US)

Urged organisations to prepare for the update ahead of release and echoed the offline recommendation where an immediate update is not feasible. No standalone NSA advisory was found on 22 Oct; the NSA feed in the STRIKE roster returned HTTP 403.

Alert, 21 Oct 2026 (updated)

UK NCSC

All PHP versions considered affected. Find every installation, prioritise internet-facing, do not limit the search to outdated versions. Update, else apply PHP's temporary mitigations, else take the system offline. Check for backdoors if you could not act immediately. Watch vendors that bundle PHP; NCSC-NL keeps a product inventory.

House of Lords statement, 22 Oct 2026

UK Government

32 services unavailable and 4 partly, largely precautionary while updates and mitigations were applied. Cross-departmental incident response ran before public disclosure. No confirmed compromise of central government or the wider public sector.

Technical facts and exploitation

Severity

CVSS v4 9.2 (PHP project). CVSS v3 9.8 (NVD, via CVE Details). EPSS on 22 Oct: 0.053 and 0.058 (92nd to 93rd percentile).

Affected SAPIs

PHP-FPM, Apache mod_php, php-cgi, FrankenPHP, LiteSpeed; any PHP serving web requests. mod_php is highest risk: one unauthenticated request before application code runs.

Interim mitigations

CVE-2026-109618: memory_limit=-1 so applications cannot override it, keep post_max_size low, enforce request size at the web server or proxy, do not rely on RLIMIT_AS or RLIMIT_DATA. CVE-2026-109619: session.upload_progress.enabled=0 and restart all workers; on 8.5 also fatal_error_backtraces=0. PHP says no configuration change fully mitigates; only updating does.

Backports and distro packages

Source backports published for 7.4, 8.0 and 8.1. Distribution packages may carry the fix under an old version number; check the package changelog for the CVE.

Exploitation telemetry

Hadrian: exploited at scale from 21 Oct, mostly via the session upload-progress path. Amazon: broad exploitation, multiple actors, varied payloads. Cloudflare: millions of attempts over the week. Unit 42 (Xpanse): 22.6M exposed instances. VirusTotal: 5.1M exposed PHP hosts.

Discovery and disclosure

Wiz Research, Calif and OpenAI's Codex Security team reported the flaws; PHP's security team and Google's Gemini team worked the fix. A core developer had flagged signs of CVE-2026-109618 in a 2024 external audit; the fix stalled, which the PHP Foundation called a structural failure.
